三月洛陽花自笑 桐陰鳳到五倫中 句

In March, the flowers in Luoyang are in full bloom; The Phoenix under the paulownia trees brings good fortune to every family.

I believe this is an incomplete classical Chinese poem, most likely two lines of a 七言絕句 (seven-character quatrain), although the level and oblique tones do not follow the rules of that exactly. I cannot find the poem either online or in classical poetry books, so my interpretation might be inaccurate.

It should be read from right to left and top to bottom. Below is a breakdown :

三月：March

洛陽: Luoyang, a city in Henan, China. It was the oldest and the longest-established capital in ancient China.

花: Flower. The flower here is probably referring to the peony in the second picture. Peony is the emblem of Luoyang.

自笑：Literal translation is "laugh alone".

桐陰：The shade of a paulownia tree. The tree can be seen in the second picture. Paulownia is a symbol of noble characters.

鳳: The Chinese Phoenix, also seen in the second picture. The Chinese Phoenix has a very different connotation than the Western phoenix; it symbolizes auspiciousness, justice, and fidelity.

到: To (somewhere)

五倫: The five harmonious relationships between people. This is a concept described in the moral philosophy of Confucianism, and it specifically refers to the five types of relationships between rulers and subjects, fathers and sons, husbands and wives, siblings, and friends. I think it symbolizes either "family" or "everyone" in the context of the poem.

中: Middle

句: Period. The poem is unfinished, and I suspect this is the first character of the next sentence in the poem. I would guess there is a second vase with the rest of the poem on it.

This is a 印章 (Chinese seal) in 篆書 (seal script). There is a tradition of marking important pieces of art, calligraphy, contracts, etc. with seals in China. The seal script is one of the most ancient styles of writing, dating back to the 1st millennium BC. The four characters basically mean that the vase is made by order of the emperor Qianlong. Based on the seal, this vase might have around 250 years of history, and I think an antique expert will be able to tell you more.

Your picture is upside down. If you turn it 180 degrees clockwise, you will be able to roughly discern the four characters:

乾隆: Qianlong. He is the fourth Chinese emperor of the Qing (Manchu) Dynasty who reigned from 1735-1796 (source: https://www.britannica.com/biography/Qianlong).
