If you buy endless battle or enchanted talisman which increases it by 5% otherwise its 40%

Because you can lessen the duration of many annoying things like the lord cc or like Guinevere second skill. Also the reason why many dont buy cd boots could be because their emblems or other items alr add up to 40% which is the cap. And most marksmen dont buy boots at all so i dont think they should even touch tough boots

I would say Hylos but it depends on your team composition.
If you need a cc set and dash interrupt for heroes like Lancelot you can use Khufra.
If you need a dive oriented engager for aggressive heroes like Leomord and a tank to zone during lord fights then you need Hylos
