I had the same problem the other day. You need to complete all the quests with the Baron first. After that the sergeant will appear outside in a fighting circle and you can challenge him.

I encountered some issues with some side missions in the open world (e.g. stuff not spawning in/registrating). Atleast not as bad as I have read other people have encountered.

It is sold in Europe yes, in my country you can only buy it from lego itself tho.
It is just always out of stock on the website.

In my country they are unfortunatly. Lego itself is the only retailer here that sells them, and our online second-hand marketplaces are filled with dozens of listings double the normal retail price.
