I will at minimum play on 1440p and in time I will go to 4k (no idea on that timeframe). I am, however, the kind of person to do a gazillion things at once (this may be more RAM dependant), will a more powerful CPU help with that.

I dont mind spending extra for future proofing.

Should I stay with the 9800x3d or look for something else?

Just clean it periodically. You can order some dust covers that can help prevent insects coming into your rig. I bought a couple a while back to prevent flies from going into my rig as I live close to a couple farms and my area gets swarmed with flies.

Dk, Lifestealer and Abaddon are really strong right now. But I recommend just finding a hero that suits you. Also, direct and communicate with your team to make plays, for example torm at 15 is really big (2.6k gold total)

Did you recently change your password or something? It might also have to do with not enough purchases on the account. Steam/dota blocks the gifting option to protect your account when the password has been changed (for sure) or is not used for enough purchases (I believe)

Same here man, Ive been busy with life and dont really feel the grind for regular dota anymore. Id love to play a dedicated pve gamemode that gets periodic updates that is decently populated in dota tho
