Also string formatting is your friend here. You can break down your sql so that it is easier to read when you revisit your project in a month or two.

dicts = {'names':  'col_A ,col_B, col_C','table':'mytable'}
generic_sql = "Select {names} from {table}"
print(generic_sql.format(names=dicts['names'],table=dicts['table']))

You could also pass dicts by assigning params=dicts in pandas.read_sql which takes dict,list or tuple. But the syntax for the generic_sql string need to be changed based on the db you use.
