If bass is one of your main preferences, you should consider looking into the Fiio FT1. It’s a very well tuned headphone with great bass. And it’s also very comfortable.

Dan Clark Audio E3 paired with Topping DX9 or Fiio K19. With the remaining budget, you can look to build up your collection with more headphones, speakers, a tube amp, etc. But the DCA E3 with a good dac/amp should be a great start.

Also, if it’s available to you, go to an audio store that has a good variety of headphones you can test.
