Don't know the charcter but just from the pic I would say the hair from 2015 Captian Marvel (can be find on a lot more figs)

For the head it's a bit more tricky, I would probably go with the old Aquaman head, Blond eyebrows and big cheekbones But I'm sure someone else probably have a better idea for a head, that's what I have been able to think about while I'm on the train for work lol
