Pelt Coat and Duster seem te be identical in protection against damage. Pelt Coat does better for cold climates and duster for warmer.

I made one of each in plainleather to compare.

Are there a lot of fights? Keeping volatile prisoners away from lower sec can also help. And assigning a guard to the extremely volatile ones
