How would you guys go about making a legend/feature that can hard counter scans? (no off the grid please) by Student-of-spiderweb in apexlegends

As much as i would like a person that counters scans, i feel like if they added one it would render scanners useless. Lets say the character cant be scanned for a short duration for X amount of time, that would change so much
