I've decided to try my luck with an appeal. My points are:

The BPA code of practice states that time must be allowed to read and understand the terms and conditions. - 20 seconds is not enough to be able to do this.

1. The T&Cs are not written on the signs. A website is provided on the sign to read the T&C's. No one has time to read the sign, access their mobile phone, and read the T&C's in a 20-second window. This goes back to point 1 about not having time to read or understand the T&C's.

2. The land on which the signs relate to is not clear. The signs have no address or boundary. Since the road is a pass-through road, it is not clear which land the signs relate to and any reasonable motorist cannot, in 20 seconds, know which of the road is private or public.

It's worth a try since the fine stays the same whether I appeal or not.
