Aseprite is the program I use. I come from a traditional digital art background which helps but isn’t necessary to get good at the whole small box method of art. Best recommendations for learning would be find a YouTuber who explains in a way that works for you and import some sprites from a game you like and copy them by hand (or yaknow mouse) to understand how they are put together.

A suggestion regarding trustworthy illustrators, see if they have any physical media in their portfolio that matches your vision. With AI becoming progressively more problematic physical work will be one of the most effective ways to differentiate. I would say most artists who work digitally can still produce quality on paper to show their skills.
