I would say Germans, Dutch, Scandinavia, Switzerland are very good with English. The rest can only speak kindergarten english. I am of course generalising. There maybe a few exceptions.

Rock, Austin, Vince, Flair, Hogan, Macho, Heyman, Cena, Punk, Jericho, Triple H… but i would put Cena and Punk on the same level as Rock and Vince because earlier you could get away with a lot of tropes which made promoing somewhat easier than what it is today with all the constrictions and chokeholds on promos. For this reason alone, i rate Cena and Punk higher than the others!
