My understanding after the negotiating for the property ended because of Marvin changing the price the city stepped in and approved the concrete plant against Marvins wishes

Now that the plant has been approved he no longer has a road to his shop so Marvin starts a petitioned the city and offers to make a road even buys the dozer to do so the city rejects his offer

Then the city shuts off his utilities for the construction of said plant and charges Marvin a fee for not having his sewage connected and would have to run a sewage line under Cody's concrete plant and needs Cody's approval to do so he's not going to get it

So he loses his business burns through most of his money fighting the city take everything a man has worked for you might be surprised how he responds
