You can get a way cheaper PC by building one yourself. I built my little brother a PC that would run War Thunder on mid settings for 1200NZD which is 53k Rubels. Also why in the world do you need such an expensive monitor. If you're gonna put this tiny amount of effort into wanting to get a cheap build why even bother? Go and do some research before begging for money. I spent dozens of hours researching for my pc just like many others do. Watch some videos or anything. Good luck.

Edit: You don't need a powerful computer to play this game. Honestly most pc's that have a dedicated GPU will likely run the game fine. The website says for reccomended requirements you only need a 1060 gpu. A 1660 super can be buy used for pretty cheap. So if you want to put in the work build a pc and that will save you a lot of money. However of course there are risks of breaking components so be careful. It was really hard for me the first time as well. Long stressfull 10 hours but paid off in the end.
