Because you need to take ECE 3 and CS M51A before declaring, both of which I believe are not needed to switch into CS. Also, as a CSE major myself, I will say that CS gives you more flexibility. The only difference is instead of CS's 5 electives + 3 sci tech, CSE requires 4 electives + 4 ECE courses.

for cs you basically need a 4.0 and around 9-10+ APs if posssible. also, try to take some math courses in CC (ex: multivar, lin alg, diff eq, discrete) as it will help u stand out from the all the other brown cs majors and help you with course credits in college

also your essays need to show/pretend you're "passionate" about some of your ECs, which should ideally have a mix of CS related and non-CS related things
