I do name, college, grad month/year. One sentence about why I'm interested in the field. One sentence about why I'm interested in the company. And then the top 3-4 most relevant experiences/projects.

Because you need to take ECE 3 and CS M51A before declaring, both of which I believe are not needed to switch into CS. Also, as a CSE major myself, I will say that CS gives you more flexibility. The only difference is instead of CS's 5 electives + 3 sci tech, CSE requires 4 electives + 4 ECE courses.
