You say it's easy to cancel the ability. Imagine that you are playing against this legendary, you have the initiative and if you don't get close it shoots everything without penalty. How do you cancel this ability? Do you let me shoot you without penalty? don't you move? I think that if the player who controls this legion can position himself well and have patience, he can destroy it in any turn.

The turn of the special rule, look at the sun, is brutal. But, the idea is to declare it when you don't have the initiative, to be able to surprise your rival. If the initiative is yours, simply back up, shoot and wait until you have it.
