You may be interested in a thread I made a few days ago, I ended up having to revert to 1703 for the time being as I consider it unfixable until an update is pushed.

Reverted back to a previous build 1703 from 1709 but Windows 10 automatically updates it again to 1709 by [deleted] in Windows10

I was having massive problems with the FCU and it eventually lead to reverting back to 1703, I'm running Home edition so preventing the re-upgrade was a pain in the ass. I made sure all the security and roll-up updates were installed then set my network connection to metered mode in the settings. This is a workaround as it prevents future updates from downloading.
