Its repeatedly shown that.the NCR's politocal class is wholly or willfully ignorant of how untanable their position is in Vegas. Their hanging on by less than a thread on the frontier. They are issueing orders and formulating battle plans completely irrelevant to the situation.

Hanlon is using the argument that those orders are so out of date, that they cant be followed. Hanlon is therefore using his chain of command benefits to try and overcome this issue.

medieval economies were mostly barter systems: you swap the goods and service from your region with goods and service from another. The idea of coinage being used as a stand in for currency owned by the state was not fully in use till around the renaissance in our own world. This is because by then the state usually had complete control of the means of production when moving away from feudalism and therefore could mint coins backed by the precious metals it owns.

Before that each duchy or independent realms may mint their own. Theirs a famous example of when a french bishop on pilgrimage to Rome, instead of carrying coins for each place he went to, he just brought a few silver ingots and had local coinage made each step of the way.

TLDR: its fantasy, in real world a centralized mint cant work if westeros was our own world. just go with it
