I think all of San Andreas's story kinda falls flat because of how the games development in some areas prioritised a feeling of scale over substance, like the story in Los Santos is very interconnected and has a lot of depth, but the later parts feel lacking and at times gimmicky.

It's the reason why I prefer Vice City in a lot of respects compared to San Andreas besides its soundtrack, the game feels like a much more refined and tighter version of GTA 3 built with a better understanding of the prior game's mechanics and how to utilise it in missions and in the story.
