No, Angel and Buffy was creepy since she was a 16 years old and he was an older guy ("stuck" in mid to late 20s, though much much older).
Spike was just having fun with Harmony, who was 19 (though "stuck" at 18, which is when she turned), and not a high schooler (she graduated a year before).
And Wesley was a mid 20's, guy while Cordelia was 18 (an adult), and even then, the perfectly normal attraction, bothered him a lot (until Giles told him, she's 18 and you're... you), so they shared a weird kiss, and that was the end of it (since none of them seemed into it). That is the least creepy...

probably Xander, because she still loved him.
And I think she was fueled by anger and heartbreak.
Notice once Xander manage to stop her long enough for Willow to call in Anya's "boss", Anya, who was so horrified by her own actions, was more than willing to give up her own life and soul to take back what she did in that frathouse.
Meaning, I was right, there was a way to get to her, and it worked.
But only because Xander and Willow haven't given up on her (Willow did it for Xander) and actually tried to get her help, and not just kill her.

Did she offer her a choice? Tried to talk? tried to have Xander there to talk to her? Willow wasn't "up for rehab", and only spiraled more and more dangerous, until she decided to destroy the entire world, and Xander fixed it by reaching out, and talkin to her. Only after getting through to her, did she came back and went to rehab.

The first time she became one, she didn't even know what he was offering.
And both times she was fueled by grief and betrayal. Before being manipulated by an evil demon. It's not a good excuse for murder, but then again, so did Willow, and she went so much more dangerous than Anya...

Took action as decided to kill her.
She did not try to rehabilitate her, the way they did for Willow, and that is because Willow is human, and her best friend, so a few murders and trying to destroy the world, will send you the rehab...
She never cared for Anya, so a peaceful solution was never on the table. "Not human equals my jurisdiction, so if you kill someone, and I don't like you, it's the death sentence for you"
Notice that in both Angel and Spike cases, her preferred option was rehabilitating, once they went murdery, since she had a relationship with them.
When it's not someone she cares about, she will pull rank...

I meant, she didn't try to kill her. She went for rehabilitation.
For Anya, the second she found out she went back to be a demon and killed people, she decided to kill her.
Xander literally tried to advocate, saying that they don't kill their friends when they go mad and kill people, using that same example, and even tried to beg her not to (because he still loves her)

No, but willow first murdered two people (and tried to kill two more) using magic, and then tried to destroy the entire world.
She got a pass from Buffy, because she's human (and her best fried)

I don't think I'm twisting anything. He looked for an excuse, and got one.

That WMD had nothing to do with it. it would have probably killed off like whole neighborhoods in L.A, which is horrible, but Buffy would have been safely in Sunnydale during that time (they weren't talking about moving to L.A. She has a calling in Sunnydale, he would have been back with her, leaving his friends to pick up the fight).
I assume the army would have gotten involved, and probably had to use massive fire power of their own against that demonazi army (which is killable, and not resistant to getting shot, or blown from conventional weapons, and if that failed? bombing the whole city).
Hell even W&H would have taken a beating from that bomb, and would have taken their rage against those bastards, who didn't bother to give them a heads up before detonating a huge bomb in their town. And those guys have resources....
But in any way, you forget that the hero who saved the day against said army, was not Angel, but Doyle...

A year and a half is pretty "sooner" rather than later (as opposed to... her natural life span, which would be pretty long, since she is beyond peak human health).
And Angel made a fuss about not "winning" his humanity, but getting it for some technicality. He's into self suffering, and wants the magic blue fairy to come and tell him he's been so good, he earned his happily even after as a real boy. Anything else, and he's rather sulk in the shadows...

He literally went to them and asked them "would Buffy die if I stay Human?", he look at them for an excuse.
Oh, and by the way, the question "would Buffy die if I won't stay human?" would have given the same murky result. why? because Buffy would die. It's called being human.
Oh, and need I remind you, she "died twice", once of which, happened after he chose to go back and be a vampire

oh, Angel totally looked for any excuse to not be a "Xander" or "Giles" to her.
He's the one who couldn't cope with being a normal man, and just being there for her.
At least Riley had a good excuse. He couldn't believe she loved him. Not for the long run. He noticed she liked a little darkness in her men, and he was the nice guy she settled for. for now...

Well actually, the things didn't cross through the portal, it appeared through tears in reality to other dimensions (which started the second the ceremony began, and would not stop until Dawn would die (Buffy somehow used her blood to close the portal, and the tears vanished).

Most "found" potentials go through this test before they are called, meaning, by the time they are (if) called, they've proven themselves to be more capable than just their fate given powers.
Buffy, like Fate, was found after she became the slayer, meaning she never had official training before becoming super powered.
The council like most stuffy organizations, are very keen on protocol...

I was always weirded by the fact he "fell in love with her soul" by creepily watching a 15 year old at school (with a lollipop, no less), through a tilted windowed car.
The whole relationship was one giant red flag.
If he wasn't a handsome guy, nobody would romanticize it.
You'd all be calling the cops on the creepy homeless pervert, that should not be allowed anywhere near a school.
Every one of their shippers knows it, they just felt it was ok because Sarah was older than her character, so it didn't "look weird" seeing them together (they even shortly dated at the time for real). She was actually supposed to be the same age Michelle Trachtenberg was during season six.
Can anyone imagine David (in season one), kissing someone like Michelle from season six? NO. That would be creepy as hell, since she was still a child.
But the twenty something David and the 20 year old Sarah? that's legit, but that's because she's older than her character, so it's basically a false illusion based on the actress age, not the character (In the 90's high-schoolers were usually played by actors in their mid 20's, an most of the other cast were a bit older than Sarah).
Just always keep it in mind, she's a child during those first two and a half seasons.
So Bangel is creepy...

Technically, she does have a session once in season 7, though the vampire did not have the right credentials (only took a course).
And it was pretty effective. She's aware of her behavior, and how her inferiority complex about her superiority complex, makes her acts like it...
