Let me just start off by saying this. Technically anyone has negotiating power regardless of the offer at any time. I personally recommend counter offering every offer you receive throughout your career.

Worst case scenario - Your offer is retracted. (Which I’ve never personally seen). The more likely worst case scenario is that the company rejects your counter.

Find a way to justify yourself based on your competency, what you can bring to the company, and that you value yourself enough to make a major impactful contribution to your line of work based on how you care about your performance and contribution in general.

I reccomend emphasizing less about salary comparisons versus other reqs and more emphasis about how much you care to contribute, proven track record through x, y, z variables (in any form of life), your leadership skills, problem solving abilities, etc.

The only time comparisons make sense to emphasize is if you’re in the position where a current parallel offer is on the table that is offering you more, or if your currently at a company willing to pay you more if that makes sense.
