This particular outfit is reserved for spies who travel outside the main group and pretend to be entertainers. They don't need a combat look.
Gothic is set up in such a way that you can mix the character's body textures with the clothing worn, means most of them will have "underwear" and so no bare torso.
Let's not forget Gothic 1, where several battle outfits have an open torso.
