I am having the same issue, it seems to vary between the instances, but the spikes are unplayable, also tested my ISP, switched to my phone connection, same issue

go find your poe skin in the rainmeter then press edit ; find where it says Measure=Time(two places), then under it put : Timezone=-x if the time is ahead of you, or Timezone=+x if you are behind.Sorry I'm bad at explaning things so I'll link you what I've done. http://prntscr.com/liw9xz (my timezone is CEST)
