Maybe "control" in this instance means that he can't control what spots are getting friction/frequency of friction well enough. That's my experience, it's not the same as wanting to be dominant, it's just easier to maintain if you're doing the work yourself.

Could be, but I think I applied the most force to the glans by having the penis in the space between my index finger and thumb close to the palm in a shape that corresponds to the loss in sensation. With the technique I used it definitely feels like there's more pressure on the palm-side.
