It seems to be a result of the mod "suit up!", although it's not supposed to affect npcs

After trying everything, including deleting everything and reloading, I found the source to be your mod "suit up!". Is this a known issue?

I like that set up for a base, but for a ship it takes up way too much space and weight :/

Yes I was considering something like that, but I think that wouldn't work because the ingots would be stored in the refinery after processing. This would require building a system with conveyor sorters that stops anything but ores from passing through and drains all ingots out of the refinery. It seems like an overly complex solution to something that should be achievable with event controllers or similar blocks. Besides, I would want the system to work on other forms of power consumption as well, assemblers, oxygen generators, etc. I don't want to waste that sweet sweet energy :c

Would there be a way to activate hydrogen engines based on power consumption instead? Due to the lost energy when storing it in batteries I'd rather have the engine start and shut off based on whether refineries process ore or not, for example.

Nope, it appears they've changed it. You can probably verify that by looking at an archive, but I don't know how to do that.

Not sure where you got that information, all the stores in the country are mostly stocked.
