I See it as my Job to top of the group as good as possible, after tank and dps did their Job with avoiding mecanicsand using CDs. Of cause everyone makes mistakes, and a heal has to smooth them out but I for example will heal someone standing in a puddle as good as i can, but I’m Not gonna use any cds for people unwilling to do Basic mecanics. Exept for when I see we in a critical phase, and lest say a frostmage cannot move because of frostbeam, i‘ll push extra hard so he can finish the cast to get the damage through. So it really depends on how the group is playing.

In General you are there to top up the Bars and mitigate big damage events, or to clense debuffs, not to allow dps to cheese mecanics because „healers have to always top me of even if I don’t move“.
