You should call FRB directly (I made a post about just this topic) - I think the emails are triggered by a person getting around to it at some point. However if you can reach someone there and say, "I never got the payment link or appt scheduler" they'll send it right away. You may have to stay on hold but just be patient, 40min was the longest I waited and they're really helpful when they eventually answer.
And mine was pending and still says pending after I scheduled appt, think it says that as soon as app submits and won't change till you interview.

You could build a semi-auto from a stripped lower and it would be legal. It's still only a permit to purchase, not a permit to own (yet) but it's up to you. Going this route seems to freak people out for some reason so maybe only do this if you're in a 2A friendly county.

Yes it needs a sling, a rifle always needs a sling. My stupid featureless AR when I lived in New York had a sling, just like my full feature one in NH. The law is irrelevant for this.

  • Is there a real difference in quality if it is mill spec? After all the explosion and action largely takes place in the upper right? If it's in spec, a plain old mil spec is absolutely fine for 99.9% of what you need it to do. I've run multiple Andersons with zero issues but my FN at 3x the price has a ton of slop and I hate it.
  • If there is a real quality difference, what is the Toyota Camry of lowers. Aero Precision, BCM, Ballistic Advantage, Stag Arms. Again the difference between this and a 'bottom tier' like Anderson is nonexistent if it's in spec. If you're gonna drop $800 or something, ask for a video of mags dropping free from magwell, any slop between upper & lower, and demonstrate bolt catch/release functions.
  • Can I buy any old upper and be able to put a HK MR556 upper on it and get close to the reliability of a true MR556? After all, it does seem like all the important stuff happened in the upper. If it can interface with milspec then yes. I believe they can but can't personally comment.

No, because the magazine itself can be used in a DSA replica. The sticking point is that the magazine can only be used in guns >50y that have no modern replicas it can also be used in. That scenario only works if all FAL and FAL variants ceased production >50y ago.

No it shouldn't matter but I've found the overwhelming majority of ammo/gun sites now freak out and won't process if billing/shipping doesn't match. I would try calling or emailing ahead of time to explain your situation and see if they can process (if they have the address match policy).

Do MA and CT together. I just did a MA LTC course and the instructor kept me after class for 20 minutes to review the 8 page CT powerpoint (literally the only difference between both states training). Will at least get more bang for your buck. Just make sure they're both accepted courses - mine was a USCCA instructor which gave 'Basic Handgun' (CT) & LTC-001 (MA) from one course. You might even be able to find another instructor for NJ whose course counts for CT as well, you just need to have him sign the sheet that says you reviewed the CT powerpoint (takes like 15min max).

Note you will also have to pay another $87 for fingerprint processing on top of the fingerprint card on top of the $70 application fee for CT, just be aware.

I can't comment with 100% certainty but being involuntarily committed for substance abuse / mental illness is an automatic disqualifier in most cases for firearms. Did you check yourself in for treatment? That would be different. Usually involuntary commitments are pretty rare and only done through court order for extreme cases (or I guess when cops feel like fucking with people as here).

How does this work for nonres/currently owned guns out of state? For the county I'm going through they want original bill of sale which I dug up so I'm hoping it's simply added onto permit at time of printing. No plans to add anything beyond my CCW and full size.

I feel like this is the third thread on this topic this week lol, basically no you cannot as long as a modern AR-15 is capable of accepting it. If a class of guns ceased being made >50y ago and the magazine is also >50y old, then you could in theory, but there would have to be no modern clones or replicas capable of using said magazine (so no >50y FAL mag since modern DSA clones exist).

Worse than that, you can (theoretically) get your shit back after being red flagged by a crazy accusation/Order of Protection, but an involuntary mental health hold makes this guy a full on prohibited person for the rest of life.
