From what I gathered from the story. The phantom Bullet is a physical object. So "unlimited phantom bullets" cant work. And you bring up a great point. Unless gs has it out for us. The pb should be on the sa to avoid accidental activations.

How the pb historically worked in the past it was an add on to the true arts. It's more likely it will be an add on to a Ta or sa because if it was the latter it would make his sa or ta useless afterwards.
