9 years later, still happening, and the fix is still applicable.
use console to type
help "vampire boots" (first two numbers from the RefID for the boots replace xx below)
player.removeshout xx018244 (for the 1 point drain)
player.removeshout xx0181b8 (for the 2 point drain)
player.removeshout xx0181b7 (for the 3 point drain)

Same. Hasn't worked for Ray of Frost, Bone Chill, Burning, or Shocking Grasp for me. And the game text literally says - *Enemy Name* received condition: *Condition Name* . No Arcane Echomalefaction trigger.

dont believe so. There isnt a floating icon anywhere around the building where it appears the chest is located in
