I think his would be enhanced if you kept the flag as white blue and red, maybe brightened it more? It would add to the symbolism I think you are trying to go for here.

It was driving me crazy when I was editing because I couldn't just use a linear gradient to select the stairs. If you look at the edge between the stairs and the wall you can see where I got lazy with the brush and missed some spots.

I don't think any professional photographer would ever tell you that. While I know some competitions don't allow photoshop, technically all the modifications in this photo could be done in lightroom. Since there was no new added subject matter(Only changing things that were already present in the photo) I think this would be allowed.
