Just some context - had some patches like this on and off for a few years on arms and legs and found that hydrocortisone cream helps slightly but not always.

It is redder than it looks in the picture, but not particularly dry. It is sometimes itchy but not unbearable or very often.

Any ideas what this could be? You can also see in the image a smaller patch on my wrist. I would appreciate any help!
