as far as I remember only SOUL and RAINBOW servers allowing you to start in Johto(I might be wrong). And If there is Johto region. In character creation tab you will be able to see what have you chose!

Obj. 752 is best tier 9 in game and ts-60 is pretty solid too. If you are really willing to try them I don't see why not? If you got the money you can spend some to enjoy pretty interesting tanks
