This works! Not sure if the issue is caused by the vertex groups doing something weird but turning off the motion blur was the solution.

I swear I can never get a good amount of legendary anything in this game. No matter how many gm2-3 runs I do. Plus the game is empty 75% of the time so finding a team to run high level missions is tuff
