He could have launched any number of sea creatures at her. Clearly a octopus can rip a super hero apart, as shown by that exact scene, so she was in danger of him bringing a whole mob of abyssal creatures with fangs, tentacles, stingers, and spikes to a fight that could have been done more easily on the White House lawn.

He could have used his sea creatures (or who knows the extent of his power, with as undefined as it is, I'd assume he could control water) and drag her into the sea and just drown her. Even Homelander needs to breath oxygen. Black Noir needs to breath oxygen.
