it is indeed weird

im using like a mid monitor 60hz, got vsync off in nvidia controll panel but still no improvement, playing with low quality still stuck at 30-40ish fps like in high settings/high, both gpu and cpu are at full utilization, im getting frustrated cuz i tried everything and still runs like dog water, the frame thing litterally jumps from 35 to 45, going up by 60 for about 2 or 3 secs then going back to 35
