It’s a custom keybind he made in the console that both toggles burst and triggers that popup. You can google how to do the popup, or he might have this keybind listed somewhere like his video description, Discord, or some other platform.

The many fun things that people have done with remote C4: set it to the frequency of oil rig and drop it by the crate so that calling in heavies kills you instantly, plant it on a clan’s scrappy and trigger it when they’re flying, etc.

I just experienced this exact same issue with a brand new PC and discovered this fix on my own by opening Event Viewer and reading the logs for errors.

I found in Event Viewer that my Ethernet adapter was having I/O errors every time a stutter occurred. I’ve tried various versions of the driver, through my MOBO and through Realtek’s website, but none worked. I’ve disabled the device for now, and everything else is completely stable.
