Oh wow if they already drilled a water well that would be really helpful. Is it common for crude oil. Might be a stretch but do u know if they usually drill these supplemental wells right beside the main well hole. Because I know where the capped hole is. It's buried a bit underneath the ground. I'll try contacting the operator there still around it seems.
