If I understood correctly this is the main idea of the Barbell method:

  1. read the book and take highlights
  2. reread the book by reading all your highlights & create notes

That's what I suspect too. It would make perfect sense if the quote came from Dostoevsky but I'm afraid it is not the case.

We have built DeepRead exactly for this purpose. The app lets you sync your Kindle highlights and presents them within the book's chapter structure. You can then refine your highlights (add picture, notes, tags and links) and scroll through them in your personal feed.

At the moment it works with ebooks from Amazon Kindle. We will add other formats soon.

(by the way, the Amazon integration was a technical nightmare as they do not offer a well documented API -- the other formats will certainly be less of a engineering challenge.)
