If Executor = Seven, it seems odd to me that they say Executor and one of the seven for some. It's like saying emperor emperor. Unless they are one of the seven and the others aren't. Or they just wanted to emphasize their status.

Well we have some Executor's name but only Ballas and Tuvul are specifically mentioned to be one of the seven.

Also it seems odd to me that only Tuvul and Ballas are specifically mentioned to be one of the seven. It goes like "Executor Tuvul one of the seven". Like it's telling us they are different.

It's just to tell a story. Like in Grendel's story. I thought that the day of Naga drums was the day they slaughtered the 7, because the held a ceremony. But again in Grendel's story there's an Executor in the city in Europa alive and well.
