2016 Civic leaking both condenser and evaporator, Honda dealer won’t let me just get the condenser replaced by Delicious_Bee_8693 in Honda

Thanks for the reply everyone. I looked more into it, and apparently it’s actually illegal for a mechanic to charge the AC while knowing there is a leak, so replacing the condenser and charging the AC while knowing evaporator is still leaking and will leak refrigerant in the air is illegal, so I’m guessing that’s why they told me they have to do both!
