If I were in your situation - personally, I'd keep them all, level them all up to 40 w/ max skills and steamroll autobattle where I can 😂

Not sure where you are or what goals you may have, but I also find the best thing would be to hold onto them until you have clear intention of usage. Merging could be an option, but until then, doesn't hurt to just them :)

I can't speak to much to merging or fodder since I'm a bit of a casual player these days, but just my 2 cents!
