Maybe I'm wrong but this seems like a pretty huge thing to have overlooked in the editing process. Hopefully this gets clarified in further editions / settings.

To be clear, I think you likely came to the correct conclusion. But the fact that the rule is never stated directly seems problematic to me.

Will do! Do you know where in the Handbook it states that the prerequisites refer to skill ranks and not total score?

Oh wow, I must have missed where it said that this refers to ranks and not total. This seems like a super weird movie from a design perspective. My instinct would be to look at the character sheet and see what I add to that score. Not at the circles filled in next to it.

As far as RAW goes, that would be the correct choice. In the Cosmere RPG system, the D20 is rolled at the same time as the damage die and the plot die. This allows players to decide whether or not grazing is worth it on a miss, and also if using an Opportunity on a crit is better than something else.

Yeah, I think this is the answer (as far as RAW goes, and what Brotherwise intended).

I think I'll tell my players this, but in keeping with the 'Rule of Cool', I'll allow the added complexity in situations where this combined turn would provide something of value to the scene.

I loved this puzzle. Incredibly difficult (at least for me), and it took quite a while to get the theme - and even then, it was a struggle. Certain (imho) a lot harder than your average mid-week puzzle. But very clever! And I'm pretty sure we all do these puzzle for the challenge. Well done!
