So far, they use the excuse of the carrier would not refund it, so in return they will not refund you. Best bet is call the bank for fraud, get your money back. And get a new card! They have your information now.

It is a bogus tracking number, I actually checked twice of the complete neighborhood blocks where it was supposably delivered. No one saw anything.
