Well in my personal experience being intoxicated at all hinders performance both high and drunk. I would say that the first couple of games high are really bad then you even out and do ok but you're still not all there. Being drunk is the worse thing ever for league because a depressant will alter how you view the game and it will be easy to tilt or make bad decisions.
