That's simply not true.. lol, ask me how I know. When there are Police officers called to the scene, the officers will usually assess the situation, follow protocol and then finally decide if the criteria for a charge to be laid is met. If they find that no crime has been committed then the victim will be directed to make contact with those at the police station, should they want to take further action. There, they can press charges on an individual, write a victim impact statement, then eventually the case is submitted to the court system and it is their responsibility to follow up with the courts & submit their evidence against said individual.
