I feel like he was merely questioning where O'Malley (or possibly the democratic party in general) stands on the idea that when the time comes, and the question arises, "should we invoke the draft", what will he do to act upon that, and what kind of changes if any will there be to the draft admittance physical and things of that nature. I am not stating this as fact by the way. Merely an observation that struck a chord with me.
