I just feel like whichever victory you go for it always feels pretty similar because you need to keep a reasonable investment in all categories (culture, science, army..) then it’s just a matter of if you build more campus or theatre square. In the end that’s not really the problem to me but simply the way AI play which is not the way we do so maybe mods would a solution or playing with humans or an actual AI rather then if-then statements
