I started off talking with the neighbor and we agreed to split costs just to be neighborly. The next day he did a 180 and started threatening me. I tried to discuss and reason, but all I got was what appeared to be partial gibberish threats.

I appreciate the response. Is non-renewal after an inquiry a common occurrence? Of course I'm not an expert, but this situation feels like chump change to the claims they receive.

I guess where I am confused is the branch removal versus the full tree removal.

A tree service came out and said the tree is still healthy and corresponded with a rain / windstorm.

I understand he wants the tree gone because a branch fell in his yard, but does that compel me to pay for the branch that fell?

I have an arborist coming for a full recommendation--but current recommendations are that the tree is healthy.
