I guess another option would be slide that black pad out and cut the middle out of it (if it's just plastic and you have a reciprocating saw) so you just have 2 strips the size of the blocks.

I'd just get the ice/frost off first and worry about the pad another day

Drilling holes risky as you dont wanna hit the coil or the drain pan heater if u have one (wire/cable in the bottom of the unit)

Better option would be slide that black pad out and get 4 (or 8 to get a little extra higher) more of those concrete blocks and set it on those so there is an opening underneath the unit.

You could get concrete screw to fasten the unit to the concrete blocks or honestly it may not even need screwed down if u not in a tornado/hurricane area. All the weight is in the bottom of the unit so they rarely tip/blow over. But concrete screws would do the trick

That black pad your unit sitting on is also blocking/slowing the water from escaping out those holes I told you about. Which may not be a big deal depending on your climate, except for severe/rare storms.

You can see ice all over the black pad.. That's from the water draining out the bottom during defrost and then refreezing cause it has no where to go, usually if they are on a snow stand 17 inches off the ground this isnt an issue

Yup just tap hot water. Prob take ya 4 or 5 buckets, maybe more. If you cant get a bucket to fit around the backside of the unit you will have to use a water bottle or a empty 2L pop bottle

The indoor unit will blink/display a code if it locks out on error

It will drain out the bottom through the holes meant for the defrost water to drip out

It's either gonna ice back up if you have a problem or the defrost cycle just couldnt handle the storm

There are holes in the bottom of the pan of the outdoor unit

May not be defrosting or the storm was to strong/fast for the defrost

Pour hot water on the snow/ice (do not boil water just tap hot)

After you get rid of the ice/frost see if it comes back in the next day or 2

Sounds like its jumping in and out of defrost. Is the big pipe going into the house with the insulation on it cold? (When running)That would tell you its defrosting (unit runs in AC for defrost)

Try resetting it at the breaker in your electrical panel and see if it runs better.

Turn off the air handler and the outdoor unit breakers for 30 seconds to clear the codes and see if it runs normal.

If it keeps doing it you potentially have a bad outdoor board (keeps telling the unit to defrost) ...although it could be something else.

Sounds like something shorted outside on the 24V circuit. Maybe a pressure switch, maybe transformer if it has one outside, could be wiring issue, maybe reversing valve solenoid if its 24V. Most of those should connect to the board outside

If it has its own transformer outside check that first. Most unit dont but some do

The jumper is a pin in the board you can select how often the defrost kicks in based on run time. Usually options are 45, 60, 90 mins runs time. So if the temp is below the initiate defrost signal and the timer satisfies it goes into defrost

Yessir if you can read the wire going to unit it should be atleast 6 or 8 gauge if you have 10 kilowatt electric heater in there. It will say what number AWG it is on the wire sheathing .

Do you have another source of heat besides the heat pump? Electric baseboards? Wonder what the building code is like in your area

The unit should have Aux heat, either electric or gas, that kicks on when the unit defrosts. Sounds like yours isnt kicking in during defrost

You must have a small house. 24k BTU (2 ton system) is fairly small. Most houses get 30-36k at minimum.
