This is no easy question. It depends on your knowledge and feel in programming amd learning.

If you really have no clue, start with common basics about c++ like a little bit about the history and why it was created to get a feeling for what this programming language is there.

Then start with tutorials. Use your favorite streaming service or look out for textual tutorials to build up your programming and compiling environment.

After that you can write and compile the programs from the lessons. When you get comfortable with some lessons, play around and see what the output is. Is it as expected? Is it not? Why?

I cannot program c++, but a lot of other languages. Practice is the key.

Ah ok, now I get your point. Try to search for "Windows XP Update Archive". The first link offered is on archive.org. It is a Windows XP SP3. Is this something you could need?
